Job Description:

The position serves as a Facility Management Specialist (FMS) in the Operations & Maintenance Division (AMP-300) of the Office of Facility Management (AMP-001 ).

Duties Help

The FMS typically performs multiple and varying complex assignments under the limited direction of the manager or team lead. The position is responsible for direction and oversight management of facilities and related operational functions assigned and must balance the needs of the operational organization with the functionality and impacts on the assigned space. All facility factors including building construction, electrical, plumbing, telecommunications, etc., must be analyzed when new functions are assigned to the building.

The FMS will often serve as the organizational technical expert for the occupying organization to advocate facility improvements and functional changes that will increase the life expectancy of the occupied facility, as well as lend expert guidance to the occupants on the "best fit" for their process within the assigned space.

The FMS represents the FAA and the Aeronautical Center in negotiations with contractor personnel, engineers, architects, equipment manufacturers and representatives, and state and local regulatory agency inspectors. The FMS must be a skilled and professional communicator and will be responsible for arranging meetings between Agency personnel and contractors, customers, technical personnel, engineers, and managers, etc. The FMSs purpose is often to serve as an advocate and technical liaison to effect decisions that meet everyones requirements without degradation to the facility or operating systems.

The FMS is responsible for management or maintenance programs including evaluating the condition of facilities and their components, determining maintenance and repair requirements, evaluating janitorial conditions, and projecting requirements for future planning based on the Aeronautical Centers Master Plan and renovation plans. The FMS prepares maintenance records and prepares reports to be used in preparing budget estimates for facility annual operating costs.

The FMS manages and directs activities that provide operating services to the Aeronautical Center complex such as electricity, heating, air-conditioning, water treatment, maintenance, repair and modification of buildings, grounds maintenance, and janitorial conditions. When evaluating all operational changes, the incumbent considers the age and construction of facilities services currently available, and proposed enhancement of service for the occupants.

Qualifications

To qualify at the FV-H (GS/FG 12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G(GS/FG 10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes:

  • Manages maintenance projects and programs, management of facilities, evaluating facilities, and projecting planning requirements.
  • Manages maintenance programs that include planning activities to meet customer schedules and needs.
  • Evaluates facility maintenance operations performed by a variety of contractors to assure conformance with establish guidelines.
  • Directs actual work of maintenance and construction personnel at job sites.
